India : Smart Meter mass rollout

In October 2018, the Indian government-backed Energy Efficiency Services Limited (EESL) awarded a landmark contract to EDF India, in consortium with Accenture Solutions Pvt. Ltd., for the design, installation, and implementation of Advanced Metering Infrastructure (AMI) for 5 million smart meters across India.

As part of this national initiative, the project’s first phase has been launched in Bihar, targeting the deployment of 2.3 million smart prepaid meters across two state distribution companies (DISCOMs). This deployment represents a major step forward in India’s digital energy transition, aiming to improve operational efficiency and consumer service delivery.

Project Highlights

India’s First State-wide Unified Prepaid Smart Meter Rollout Bihar becomes the first Indian state to adopt a unified prepaid smart metering solution for Advanced Metering Infrastructure.
End-to-End AMI Integration The solution includes complete IT infrastructure integration — from smart meters to Head-End Systems (HES), Meter Data Management Systems (MDMS), and billing applications — seamlessly interfaced with legacy DISCOM platforms.
Enhanced Operational Features
  • Arrear Management facility: To reduce Discoms’ outstanding dues from the pre-smart meter era.
  • Load Curtailment Functionality: Real-time updates on consumers exceeding sanctioned load limits.

  • 99.7% average daily smart meter data acquisition success rate
  • >98% system uptime across critical platforms (HES, MDMS, Billing)
  • ~1.7 million billing profiles generated monthly
  • ~50,000 reconnection/disconnection events managed daily
  • 24/7 centralized IT operations monitoring and support
  • 3 successful DC-DR drills were executed. EDFIN India is the first System Integrator for the smart meter project to run business for 24 hours from DR
  • ~45% of the total revenue garnered by Bihar Discoms in the EESL-3 project is generated through the Smart Consumer App developed by EDFIN India.

This project not only enhances the transparency and reliability of electricity services in Bihar but also supports India’s broader goal of reducing Aggregate Technical & Commercial (AT&C) losses, improving billing efficiency, and empowering consumers through real-time energy tracking.
